　　非常荣幸能代表老挝国家工商会，在第20届中国—东盟商务与投资峰会召开之际发表讲话。
On behalf of the Lao National Chamber of Commerce and Industry, it is my great honor for me to address to this important China-ASEAN Business and Investment Summit commemorating the 20th anniversary of CABIS.

　　老挝国家工商会一直以来视峰会为向工商界提供商业合作和机遇的首要平台。
The Lao National Chamber of Commerce and Industry has always considered CABIS to be a prime platform for cooperation in trade and investment that provides business networking and opportunities.

　　当前区域发展仍然面临大量的挑战，包括疫后经济复苏、地缘政治局势紧张和气候变化等。因此，中国和东盟工商界齐聚一堂探讨相关重点议题，对进一步推动区域贸易和投资发展非常重要。
Today our region is facing a number of challenges that are related to the economic rehabilitation after the COVID-19 pandemic, geopolitical tension, climate change and others. It is therefore very important that our business sector in ASEAN and China meet in this forum to address important issues to further develop trade and investment in the region.

　　《区域全面经济伙伴关系协定》便是其中一个议题。RCEP协定以东盟为主发起倡议，旨在加强区域内贸易合作。该协定于在2020年11月正式签署，并于2022年1月正式实施，是全球范围最大的自由贸易协定。RCEP的成员国包括东盟10国以及澳大利亚、中国、日本、韩国、新西兰等5个大型经济体。
One issue is the RCEP, a centered ASEAN initiative to enhance trade in the region, which was recently completed in November 2020 and put into force in January 2022, is the largest Free Trade Agreement in the world comprising the 10 countries of the ASEAN that has existing FTAs and 5 large economies such as Australia, China, Japan, the Republic of Korea, and New Zealand.

　　这是世界上最大的自由贸易区，涵盖人口占世界总人口的30%，所涉区域的2019年GDP总额占当年全球GDP的30%，约占全球贸易28%。
It is the largest regional trading bloc in the world, consisting of a combined 30% of the world population, a total regional GDP of 30% of the global GDP in 2019, and nearly 28% of global trade.

　　对老挝来说，疫情导致了区域内不确定性和内向政策倾向的增加，而RCEP对进一步打开区域贸易和开放投资，以加速从疫情的上述冲击中恢复过来十分重要。
For Lao PDR the RCEP is important to open regional trade and investment to rehabilitate from the current COVID-19 pandemic shock, which is creating uncertainty and inward-looking policies in the region.

　　作为区域内经济最不发达的国家之一，老挝将会努力促进和发展区域一体化，包括推动基于规则的贸易和投资、市场准入和经济合作。
Lao PDR as one of the least developed countries in the region will have to work hard to facilitate and develop the key elements of regional integration such as the rule-based trade and investment; market access; and economic cooperation.

　　预计随着东盟的中心地位以及区域内各国与中国自由贸易协定的深入发展，老挝将能继续向前进步。
It is anticipated that with the ASEAN centrality and further development of FTAs with China, Lao PDR would be able to move forward.

　　老挝国家工商会高度支持中国—东盟自由贸易区3.0版建设，扩大双方在数字经济和绿色经济领域的合作，探索新的贸易和投资自由化便利化措施，按时间表抓紧做好区域全面经济伙伴关系协定落地实施工作。同时，还需要将全球化从由跨国公司主导全球供应链的全球化1.0，转变为囊括了中小企业和中小微企业在内的更具包容性的全球供应链，这是“全球化2.0”的新趋势。
LNCCI highly supports the construction of version 3.0 of China-ASEAN FTA, to expand cooperation in the fields of digital economy and green economy, to explore new trade and investment liberalization and facilitation measures, and to implement to new RCEP with comprehensible schedules. There is also the need to convert globalization from Globalization 1.0 where multinational companies are leading the global supply chain to a more inclusive global supply chain that involve SME and MSME. This is a new trend to be called Globalization 2.0.

　　老挝将从《中国—东盟自由贸易协定》的数字经济发展中受益，并准备沿着这一框架推动老中数字化投资和贸易项目。
Lao PDR would benefit from the expansion of the digital economy by starting from ASEAN-China FTA and would be ready to promote Lao-China digitalization investment and trade projects along this framework.

　　最后，感谢中国—东盟商务与投资峰会秘书处提供此次发言机会，预祝第20届中国—东盟商务与投资峰会成功举办。
Finally, I would like to thank the Secretariat of the China-ASEAN Business and Investment Summit that has given me the opportunity to speak to this important conference. May I wish a great success of this 20th CABIS and wonderful anniversary.

　　老挝国家工商会（Lao National Chamber of Commerce and Industry，LNCCI）成立于1989年，是一个代表老挝人民民主共和国工商界的独立机构，是国家和私营企业之间的纽带，代表了依照老挝法律成立的所有机构的雇主、团体和合资企业。老挝国家工商会目前有4000多名商会成员，代表着老挝18个省级商会、商业协会和团体代表。老挝国家工商会是老挝最大、最具代表性的商业社区。

　　作为国有企业和私营企业之间的纽带，老挝国家工商会的责任是发现其成员的问题和担忧，并确保将这些问题传达至政府。通过这种方式，商业政策和商业法律得以制定和调整，以改善老挝人民民主共和国的商业环境。
